e17 does not create .desktop if ~/.local/share/applications is absent

here is how to reproduce this bug:

1. Start with a fresh account or move ~/.local directory away.
   
2. Go to Settings -> Settings Panel -> Apps -> New Application
   
3. Add a new application, say "myxterm" and "xterm" and click "Apply"
   
4. Note that no ~/.local/share/applications directory is present and it is not created either. No error is given.
   
5. Create the full directory hierarchy ~/.local/share/applications (partial directory hierarchy does not work either) and now click on "Apply" in the New application.
   
6. Now it works and creates the new app.

PS: I am not sure if it is a problem in enlightenment or efreet. Please change the component accordingly.
